EDUCATION

1995-1997 Law faculty of the Kyrgyz State University. Law degree, specializing in civil and administrative law.
 
1973-1978 Kyrgyz State University, Faculty of Foreign Languages, graduated with the diploma of a philologist specializing in the English language.


SKILLS
 
Fluent in English. Native speaker of Russian. French second language. Familiar with Microsoft Word, Word Perfect and other computer programs.

EXPERIENCE

1993 to date: Simultaneous interpreter at conferences and seminars held by the Ministry of Foreign Affairs, Ministry of Economy and Finance, Ministry of Energy, Ministry of Health, Ministry of Justice, OSCE, World Bank, European Union, UNHCR, American Bar Association, UNDP and other institutions on such topics as: Judiciary in a Changing World, An Independent Judiciary in a Democratic State; Drugs and Crime; Review of the World Bank 1995 and 1997 Investment Portfolio; World Bank Procurement Seminar, World Bank Capital Markets Development Seminar; ILO workshop on Labor Migration Kazakhstan/ Uzbekistan/Kyrgyzstan, World Mountain Summit, International Watercourse Law Seminar, Trial Monitoring Reporting, Investments Summits, Judiciary Indices, East-West –UNDP Parliamentary Practice Project Conference, Regional Cooperation: Afghanistan, Kyrgyzstan, Kazakhstan, Uzbekistan, Tajikistan, International conference “On Local Government”, 2004 Investment Summit, International Young Lawyers Contest on International Law in Almaty, Summer Business Course 2006 at the Kyrgyz – Japanese Center, Workshop on Money Laundering in Banking Sphere, City Planning and Architecture Forum in Astana in 2010,  etc.
  
As a simultaneous interpreter provided services at Export- Import Bank of Japan meeting with President of the Kyrgyz Republic and several conferences where President of the Kyrgyz Republic was a participant.
As a simultaneous interpreter worked at the first Constitutional Meeting of the Government and the Opposition in Tajikistan in 1997, several OSCE conferences in Tajikistan (have letters of awards)
  
As a simultaneous interpreter worked at the OSCE and IFES meetings with President Nazarbaev in Kazakhstan in 1998 and worked at the international conference On Silk Road Tourism Perspectives in Almaty in 2002
 
As a simultaneous interpreter worked at the International Forum on Non- proliferation of mass destruction weapons
 
In April-May 1994 participated in an annual session of the Securities and Exchange Commission International Institute for Securities Market Development in Washington, D.C., during an Internship Program studied at the New York and American Stock Exchanges and other U.S. financial institutions.
 I was interpreting at the press conference on Capital Markets development in Kyrgyzstan broadcast all over the CIS countries in 1994 and presentation of Depository principles to the public in 1995.
 
In July 2003 provided simultaneous interpretation services for Kyrgyzstan and Tajikistan delegations at the Workshop on Financial Decentralization in Albania.
2001: won UN tender on translation of the Manual for parliamentarians on how to draft laws that afterwards was distributed all over the parliaments of the CIS countries.
 
2002 -2004: Urban Institute Bishkek, Translations Coordinator.
 Provided translation and interpretation services for the Company.
 
1997- July 2002: International Foundation for Election Systems (IFES). Country Project Coordinator. Responsible for implementation of IFES projects in Kyrgyzstan, providing legal analysis of the new Election Code and training of polling station officers and maintaining relations with the Central Election Commission, members of the Parliament. Served as an international election observer.
 
2000-2009: American University in Central Asia.
Part - time lecturer on Elections legislation, Corporate Governance and Legislation on Securities Market at the faculty of Business Administration. The lectures were taught in English and Russian.

1996 – 1997: International Legal department at the Ministry of Justice of the Kyrgyz Republic. As the head of the department I was responsible for the decision - making, determination of the major directions and structure of the department, its adjustment, controlling, staffing and reporting. The department was responsible for drafting of inter-state agreements and providing legal advice on legal documents drafted by other government Ministries and Agencies to determine whether they were in compliance with the current Kyrgyz legislation. As the head of the department I participated in official meetings, round table talks and conferences on legal matters. In October 1996 I represented the Kyrgyz Republic at the multilateral meeting on the processing of applications for citizenship and permanent residence permits at the Council of Europe in Strasbourg.
   Lawyer for Dimon International in Kyrgyzstan (part time). Acted as a legal advisor and the Company representative in Bishkek.
 

1993–1996: Price Waterhouse Legal Office. Served as a chief interpreter, provided interpretation and translation of major legal documents on establishment and development of Capital Markets in Kyrgyzstan. Participated in drafting the Investment Funds Regulations, Kyrgyz Stock Exchange Rules and Regulations, State Securities Agency documents and rules.
